Arizona Member Kelsey Hartley named "Miss Arizona's Outstanding Teen"
Kelsey Hartley, rising junior at Cactus Shadows High School in Cave Creek, Arizona, was crowned "Miss Arizona's Outstanding Teen" in April. This title allows her to advance to the "Miss America's Outstanding Teen" pageant in Orlando, Florida. Kelsey will be traveling around the state of Arizona promoting her platform of Animal Abuse Prevention, as well as performing at the Miss Arizona Pageant this summer in July.
